  <title>Malnutrition and Starvation in Guatemala</title>

  <description>Malnutrition and starvation continue to dog Guatemala. As it enters the &amp;quot;hungry season&amp;quot; - the time of year when people in many of the drier areas of Guatemala must depend on food stores for their survival - the forecast is not good. Already unusually high numbers of deaths by starvation are being reported.   <title>210 Days into the Obama Administration</title>

  <description>Well, by my count, this is day 210 of Obama&apos;s first 1,461 day administration. And Obama has still only announced 300 of some of the 501 appointments he has to make as commander and chief, this according to the Post&apos;s handy &lt;a href=&quot;http://projects.washingtonpost.com/2009/federal-appointments/&quot;&gt;Head Count&lt;/a&gt;. Compared with past administrations this is amazingly slow. And from a HR perspective, it makes you wonder what&apos;s up. A White House full of the best policy in the world isn&apos;t going to get you anywhere without people to implement it.&lt;br /&gt;&lt;br /&gt;This all came to mind again, when a friend pointed out that a &amp;quot;&lt;a href=&quot;http://www.devex.com/blogs/400/blogs_entries/61451&quot;&gt;frontrunner&lt;/a&gt;&amp;quot; for the USAID&amp;nbsp;Administrator post, at least according to the windy personalities that populate the speculative, leadership vacuum that is current Washington, decided to take an actual job offer instead of waiting around for Obama to come calling. &lt;br /&gt;&lt;br /&gt;Out in the field, a lot has moved into a &amp;quot;wait and see&amp;quot; mode.   <description>House and Senate will be in recess April 6-17, 2009.&lt;br /&gt; &lt;br /&gt; LEGISLATION:&lt;br /&gt; &lt;br /&gt; - On Wednesday, April 1, the Senate passed unanimously an amendment&lt;br /&gt; by Senators Kerry and Lugar, Chairman and Ranking Member, Senate&lt;br /&gt; Foreign Relations Committee, to restore the 150 international&lt;br /&gt; affairs part of the Senate FY 2010 Budget Resolution to the&lt;br /&gt; President&apos;s request. &amp;nbsp;Prior to the amendment, it was $4 billion&lt;br /&gt; below the request.&lt;br /&gt; &lt;br /&gt; - The Senate Foreign Relations Committee approved a bill aimed at&lt;br /&gt; spurring a &amp;quot;green revolution&amp;quot; to combat global food insecurity, in&lt;br /&gt; part by loosening restrictions on using U.S. aid to buy food&lt;br /&gt; overseas. &amp;nbsp;The legislation would authorize $500 million for a new&lt;br /&gt; emergency food assistance fund that could be used to buy food in&lt;br /&gt; the affected region instead of buying it in the United States and&lt;br /&gt; shipping it overseas. &amp;nbsp;The bill also would create a global food&lt;br /&gt; &amp;quot;czar&amp;quot; position at the White House, and would authorize $7.75&lt;br /&gt; billion for agriculture research and exchange programs through FY&lt;br /&gt; 2014.&lt;br /&gt; &lt;br /&gt; - The House approved on March 31, the Edward M. Everywhere you look, there is new construction - fancy new malls, tall elegant highrise apartments - things that are generally beyond the means of most Guatemalans. A Colombian friend know the pattern. She grew up with it as a girl. Investments in complicated land deals generally serves as your best means to launder dirty money.&lt;/p&gt;&lt;p&gt;But of course, there are other ways. The old fashioned way for one. Come back to Guatemala with cash and stuff it in bank accounts. This doesn&apos;t seem to work out quite as well, thank goodness and a great deal is confiscated. However, by U.S. estimates, over the course of the last year and a half, at least $60 million has been laundered in the Guatemalan capitol.   <description>Por fin, I have made it Guatemala, the much promised posting. Arriving last night after dark, I have not seen much. But a colleague has promised to take me around some to acquaint me somewhat. &lt;br /&gt;&lt;br /&gt;Last night&apos;s was my first taste of the diplomatic style arrival. It&apos;s interesting and far more pleasant than the usual customs process. For instance, I was greeted by several office staff, one of which promptly set off to get my bags, while I waited with another in the &amp;quot;diplomatic lounge&amp;quot;. No customs, no worries at all.   <title>Preparing</title>

  <description>Preparing for my first mission assignment is certainly taking its toll. Guatemala is a great assignment and I cannot wait to get there and start working. But getting there from here seems increasingly uphill. Getting shippers, tickets, etc.; getting the apartment ready for rent, a manager for the property, and of course a renter; getting ready for my Spanish exam - the focus of the last six months of my life; and, of course, trying to fit in a visit to my family for the holidays before I shove off. &lt;br /&gt;&lt;br /&gt;Let&apos;s just say that the Chinese curse, &amp;quot;May you live in interesting times,&amp;quot; seems incredibly apt.&lt;br /&gt;&lt;br /&gt;With all this change in the air, my blog will be changing character too. From now on, it will be quite a bit more personal a lot more about Guatemala. Even within the so called &amp;quot;focus countries&amp;quot; - countries with a high infection rate and limited ability to deal with it, efforts to reduce infections and increase the availability of treatment have only been 22-23% effective. Scary.</description>

  <title>Monterrey Consensus Follow-Up</title>

  <description>Henrietta Fore, the Administrator of the U.S. Agency for International Development (USAID), will lead the U.S. government delegation to the Follow-up International Conference on Financing for Development to Review the Implementation of the Monterrey Consensus in Doha, Qatar from November 29 &amp;ndash; December 2, 2008. &amp;nbsp;Recognizing that the current financial crisis particularly affects the developing countries of the world, the timeliness of this conference is significant.&lt;br /&gt; &lt;br /&gt;As mandated by a United Nations resolution, the goals of the conference are to review the progress made and reaffirm the commitments of the 2002 Monterrey Consensus, which developed a framework for financing development in order to achieve sustainable economic growth. Progress towards this goal is in jeopardy as many donors are faced with economic recession. As the current administration winds down, it will be interesting to see what comes out of this meeting. Stay tuned.</description>

  <title>6 OF 9 PRESIDENITAL ELECTION FORECASTS PREDICT OBAMA WILL WIN 2008 POPULAR VOTE</title>

  <description>Forecast   models developed by prominent political scientists, some made  as much as nine   months ago, predict a victory for Senator Barack Obama over  Senator John McCain   in the two-party contest for the popular vote in the 2008  U.S.   presidential election. Obama is predicted to win an average of 52% of  the vote   with an 80% probability that he will gain more than half the total  two-party   popular vote. Six out of the nine presidential election forecasts  predict an   Obama victory with popular vote totals ranging from 50.1% to 58.2%,  while two   predict a race too close to call and one predicts a narrow McCain  victory. All   of the predictions appear in an election-themed symposium in the  October issue   of&lt;em&gt; PS: Political Science and   Politics&lt;/em&gt;, a journal of  the American Political Science Association   (APSA). The forecasts are based  on different combinations of statistical and   historical data and differ in  their complexity and how far in advance their   predictions were made. The earliest  forecast was made 294 days in advance while   the latest was made 60 days before  the election; however, all were made before   the Wall Street financial crisis  of the past few weeks.
